Does it spin by hand? If so, check that you are getting 12V power from the switch. If not, try soaking the shaft in a rust buster liquid. If you just can't spin it at all, it's likely the motor is shot.

When you are connected to city water, you can open that valve and back-fill your fresh water tank, the one that runs from your 12V water pump.
